Job Title: Library Director
Department: Library
Reports to: Monroeville Public Library Board of Directors

Job Summary: Organizes, directs, controls and promotes the activities of the Library. Work varies, requiring interpretive judgment.

Essential Duties: Plans, organizes and manages the services of the Library; establishes goals and measures accomplishments against recognized standards. Studies and makes plans to develop the services of the Library to meet more effectively present and future community needs, including study of community and area trends and their relation to the library. Advises, consults, and confers with the Library Board, other libraries, professionals, officials (at State and local levels), citizens, and community groups. Supervises and develops procedures, policies and public information, and user services offered. Recruits, selects and supervises the training of new personnel. Coordinates the continued training and development of staff members. Evaluates the performance of subordinate department heads and supervises the evaluation of other employees. Prepares public presentations and correspondence. Supervises the keeping of records and the preparation of reports. Prepares and presents library budgets. Prepares grant applications and seeks funding for operational and improvement programs. Actively seeks grants, gifts, and other new sources of non-tax funding for the Library. Directs a public relations program to promote and publicize the Library in the community. Supervises the maintenance of the physical plant. Maintains current knowledge of new developments in the library field. Initiates plans, develops and implements records and report systems and schedules.

Peripheral Duties:

  • Attend General Membership, Librarians Advisory Council and East Region meetings of the Allegheny County Library Association [ACLA]
  • Serve on local and statewide library organization committees
  • Attend conferences, workshops and presentations

Essential Knowledge, Skill & Ability:

  • Through knowledge of the principles and practices involved in public library administration
  • Through knowledge of organization leadership and supervisory methods and technique
  • Through knowledge of library financial management and budgeting
  • Through knowledge of personnel management
  • Skills in public speaking and presentation
  • Ability to plan, organize, direct, and coordinate administrative and service policies, rules and procedures, and to provide overall direction to all department activities and functions
  • Ability to communicate ideas and concepts clearly and concisely both orally and in writing.
  • Ability to achieve results and complete projects on a timely basis
  • Ability to establish and maintain a good working relationship with all elected officials, board members, subordinate personnel, and the general public
  • Ability to motivate subordinate personnel and develop a culture that achieves superior results

Tools and Equipment Used:

  • Management and public service polices, programs, and practices proven effective in public libraries
  • Computer

Required Education: Masterís Degree in Library Science, or Library and Information Science (MLS/MLIS) from a graduate library program accredited by the American Library Association.

Required Experience: Minimum three years public library experience in an administrative and/or managerial/supervisory capacity.

Necessary Special Requirements: Certification as a professional librarian by the State Librarian. Pennsylvania State Police criminal record check, Pennsylvania Child Abuse history clearance.

Supervisory Responsibilities:

  • Supervises all library department heads
  • Hires, promotes, disciplines, and fires all library personnel in accordance with the Monroeville Public Library Personnel Policy Manual and other applicable laws

Budget Responsibilities:

  • Prepares and recommends an annual budget to the Library Board of Directors
  • Requests a departmental budget allocation annually from the Municipal Manager, Mayor and Council
  • Administers the budget approved by Council and the Library Board of Directors
  • Works with the ACLA board, administration and membership to prepare annual county budget for presentation to the Allegheny Regional Asset District Board
  • Works with the ACLA board, administration and membership to develop a formula to apportion Allegheny Regional Asset District funds to member libraries

Working Environment and Physical Demands: Duties are performed indoors in office environment. Duties require extended periods of standing, walking, sitting, and talking or hearing. Duties require occasional periods of climbing or balancing, pulling/pushing items, lifting/carrying items, keyboarding, reaching with hands and arms, stooping, kneeling, crouching, or crawling. Weights up to 50 pounds are encountered. Vision requirements include close vision and ability to adjust focus. Must be able to do math at the algebraic level. Reading materials and verbal instructions require complex interpretation. Hazards are considered minor and controllable, but may include exposure to human error and angry/hostile humans. The noise level is usually moderate. Must be able to transport oneself to work-related meetings, workshops, conferences, etc.

Introductory Period: During the first 180 days of employment, the Monroeville Public Library Board of Directors will evaluate the performance of the new Library Director. After 180 days of employment, a performance appraisal may be conducted to determine compatibility with the position. Successful completion of the 180-day Introductory Period does not constitute or create a contract of employment between the Library Director and the Monroeville Public Library. Either the employee or the Library Board has the right to terminate employment at any time, with or without cause.
